After a username is created can someone else create and use the same username in a different server? For example, if my registered username is @NewToMastodon@mastodon.social can someone else create @NewToMastodon@mastodon.xxxxxx?

Yes, exactly like email.
Each provider/server/instance is one, independent set of usernames, the user identity includes the provider so @NewToMastodon@mastodon.social is unique to @mastodon.social the same as NewToMastodon@gmail.com is unique to Gmail.
