Cannot enable multiple features in UI

I just set up mastodon for the first time using docker. I see several features are disabled in the dashboard, but when I click through to enable them, the admin settings UI doesn’t have any option that I can spot to do so. What am I missing?

e: features include profile directory, timeline preview, and trends

This appears to have been because I limited federation. Disabling that feature re-enabled the appropriate checkboxes. Sigh.
